If the instrument panel is working properly the instrument panel will send power out at pins 3 and 5 when the key is in the on position, seat switch is activated and the seat belt is fastened. Looks like either the dash panel module or the fuel sensor or the temp sensor. Being it is both senders, I'd suspect the dash panel module.
