Ive been having the same issue for a while. Replaced hoses, radiator, waterpump with a flowkooler, thermostat for a high flow 180° one, and the car works great if the ac is off. It can take a while for it to heat up, but after driving it enough if the ac is on then it will go up to 106°C. I have a 2013 JKU Moab edition with 70k miles. The heat portion coming from the dash is not working. Everything under the hood is good. No overheating, no leaks, coolant levels good. All of the hoses that should be hot are hot, ie the hoses going into the passenger compartment. Long trips, city driving and no overheating problems.
