Nope. CreamAPI is for modifying steamapi file into tricking steam verification process to think you own the DLC. It won't work for the games doesn't use steamapi for verification, including some steam games, and all of the games that's not on steam. For other store there're some methods to unlock DLC, but there isn't one for MS store for now.
