The way merit works at Pitt is that a scholarship committee starts reviewing all accepted applications starting on October 1. I think they may meet on Tuesdays each week. Every week after that date, they will send out merit offers to a subset of admitted students. Pitt is just like any other school for waitlist, you could hear anytime between now and early August. Best to assume it is a rejection and be pleasantly surprised if an acceptance comes later. Last year 8,248 students were offered a place on the waitlist and 768 were admitted (9%).

Pitt doesn’t even offer much to stellar in-state students anymore. (post-Covid) Pitt still attracts plenty of full-pay international, full-pay OOS, and full-pay in-state students. Schools like William & Mary and UVA offer zero merit (and they tell you up front) to OOS students as well. Back in 2019 it was not uncommon for high stat in-state kids to get between $10K-25K a year at Pitt. My S19 did. I haven't seen anything like is since. @TheVulcan kid had all the stats but did not get the Pitt merit, neither did the #2 and #3 kids in my S19's HS class.
