So IMO, oem setup of DR650 shouldn't be too far from what you need. And TM40 comes with 17.5 PJ (and 165MJ) if you buy it from mikuni or wherever. Well, after all morning cleaning the carb, the problem is still there. I pulled the carb and cleaned each of the jets and fuel screw and sprayed carb cleaner in their respective holes. I also used one of those compressed air cans to try to blow out any gunk. I set the fuel screw at exactly 3 turns out.Take the overflow bottle bolt out, take the bolt holding the mastercylinder off and move it back a little. Take a tie down strap and run it from the subframe to the handlebars. Cinch it up snug.
